Dr Barletta has a Doctorate (Ph.D.) in Economics from the University of Chicago, has had a distinguished career dedicated mainly in service to the state, international organisms and of private consultancy in Panama and abroad.

Member of the negotiating team for the Torrijos-Carter Treaties and Counsellor of the President of the Republic and of the Minister of Finance & Treasury, and Director of the Department of Economic Affairs of the Organization of American States (O.E.A.).
Also, participates in the Board of Directors of banks and of importants national and international organisms of consultancy and development.
Dr Barletta has published in Panama and internationally many essays of his specialty and has offered conferences in the most elevated international forums.
He was awarded with the "Orden de Boyaca", Colombia, the "Orden del Sol" of Peru and the "Orden del Águila Azteca" of Mexico.
